The Position

The Director of Housing Navigation is responsible for direction, implementation, oversight, and compliance of LA Family Housing (LAFH) Housing Navigation Programs. This position is responsible for overseeing the delivery of streamlined permanent housing placement services as envisioned and contractually required. The Director will develop the vision and direction of the department in partnership with the Deputy Chief Programs Officer and Chief Programs Officer. They will be responsible for development and oversight of program personnel models, training and capacity building, budget management, contract and data compliance, provider relations, funder relations, program evaluation, program development, and funder audits and reports.

What You'll Do

  • Supports Assistant Director(s) with providing directions to staff members in the Housing Navigation Team with the goal and responsibility of meeting all contractual outcomes and the LAFH program standard of care.
  • Creates comprehensive department-wide policies and procedures
  • Oversee Housing Navigation programs, fostering an environment that encourages diversity, equity, inclusion, teamwork and creative problem-solving
  • Develop strategies and implement plans to ensure department wide understanding of housing best practices, LAFH clinical standard of care (Harm Reduction, Trauma Informed Care, and Housing First principals) across Housing Navigation Programs.
  • Select, supervise, evaluate, and report on the professional development and job performance of all personnel reporting to the Director. Support program leadership to select, supervise, evaluate, onboard, train and develop direct services staff across the department.
  • Develop and monitor department and program goals, objectives, and performance, making necessary adjustments in a timely manner to improve outcomes, including prioritization of available resources.
  • Compliance with the LAFH program and contract goals, identify and develop solutions that align with LAFH vision and core values to improve procedures and policies to meet standard of care.
  • Liaison with the Data and Compliance Team to implement plans to meet quality assurance standards across programs, including data quality and collection, participant file compliance, fiscal and data reconciliation, and program reports and submission
  • Assist the Deputy Chief Program Officer (DCPO) with fiscal contract management, implement program budgets, ensure effective fiscal/programmatic forecasting and oversight of monthly expense cycles (invoicing and contract billing) to ensure financial stability of program.
  • In partnership with DCPO, develop direction for new programs including community and political outreach and engagement strategies, clinical, operational, and staffing models, fiscal and contractual polices and procedure systems
  • Act as program level point of contract to funders (LAHSA, DHS, DMH, DPSS, etc.) to ensure program alignment; lead team through audit preparation and audit reviews, facilitate corrective actions.
  • Liaison and coordinate with LAFH Community Engagement Programs to ensure optimal utilization of volunteer and donation resources.
  • Collaborate/participate in grant preparation/presentation and fundraising efforts to support interim housing program operations.
  • Respond to after-hour crisis calls and coordinate/communicate response with appropriates parties.
  • Provide support to the Executive and Sr Leadership teams.
  • Attend various agencies, county, and community meetings as directed by supervisor
  • Additional tasks, projects, and responsibilities as assigned by supervisor.

What You're Skilled At

  • Excellent written and oral communication
  • Excellent public speaking skills, ability to facilitate large teams/groups, strong system coordination skills.
  • Advanced understanding of mental health symptoms and behaviors, substance use disorders, including specific symptoms and behaviors associated with trauma.
  • Advanced staff supervision and personnel management skills and understanding of HR compliance standards.
  • Advanced Excel, Microsoft office, Outlook, Teams, Zoom, and vision presentation skills.
  • Supportive service program development and evaluation skills
  • Knowledge of community-based organizations and resources for families and individuals experiencing homelessness
  • Knowledge of homelessness and related issues (i.e. poverty, housing, Coordinated Entry System)
  • Advanced understanding of clinical modalities, crisis intervention and risk and safety assessments
  • Advanced understanding of non-violent crisis intervention modalities
  • Advanced understanding and ability to implement large scale of Trauma Informed Care, Harm Reduction and Housing First programs or initiatives.
  • Skilled in contract managementSkilled in budget/fiscal management

Other

  • Maintain and execute confidential information according to HIPAA standards.
  • Obtain and maintain CPR/First Aid Certification
  • Ability to pass post-offer Tuberculosis (TB) clearances.
  • Travel is a regular duty for this position and is required 60% of the time.
  • Use of a personal vehicle to travel between worksites and other locations is required.
  • Must have and maintain a valid California Drivers License and insurance in good standing.
  • Ability to work a 9/80 work schedule.
  • Ability to work evenings, weekends and flex Fridays as requested by DCPO or agency leadership.

Experience

  • Minimum of five (5) years of social service experience, preferred professional experience in mental health services, supportive housing services, and/or homeless services.
  • Minimum of four (4) years of relevant management experience
  • MSW, MFT, MPA, LCSW or LMFT preferred, not required.
