Under administrative supervision, formulates & implements Early Childhood Home Visiting Program (ECHV) functions and oversees program consultants in the areas of technical assistance, monitoring and the development of new/revised program guidance (e.g., assigns, monitors and reviews work; approves requests for use of benefits; completes performance evaluations; interviews and selects applicants for vacant positions; orients new employees to overall mission and goals of the section and bureau; makes and reviews requests for disciplinary action and recommends action to bureau chief and to Office of Human Resources). Under the general direction of the Early Childhood Practice Advancement bureau chief and in collaboration with the Maternal and Early Childhood Support and Services bureau chief: plans, coordinates and evaluates statewide activities for funded early childhood home visiting programs (e.g., Help Me Grow, Maternal Infant and Early Childhood Home Visiting Program [MIECHV]). Assures consistency of program goals and policies with federal and state laws and regulations, agency mission, and the bureau goals. Directs program planning, consultation, evaluation, and technical assistance provided to ECHV providers. Develops implements, assesses and coordinates the review of ECHV programs and provides technical assistance to agency staff, local projects, higher education faculty, and parent/professional groups throughout Ohio in order to increase inter-agency coordination through multiple media sources (e.g., web-based, distance learning, conference call, in-person). Makes recommendations to administrator on ECHV needs and funding. Coordinates review of applications to determine appropriateness of funding. Assesses present and future program needs through evaluation of reports submitted by local providers, statistical analysis, site visits and filed reports. Participates with staff in monitoring local funded agencies, site visit planning and reports. Uses the Ohio Comprehensive Home Visiting Integrated Data System (OCHIDS) system to monitor data from locals and supervised staff. Participates in ongoing team efforts to revise or enhance the OCHIDS system. Evaluates the need for programs and services and develops and recommends additional programs/services and additional funding for projects.

Develops solicitations, and reviews and directs review of programmatic funding proposals (e.g., Maternal, Infant and Early Childhood Home Visiting grants and provider agreement/contract proposals) submitted for funding by local agencies to determine compliance with agency standards and federal and state guidelines and recommends action to be taken; follows upon approved home visiting program activities; develops monitoring and evaluation systems for subgrantees and contractors; conducts on-site reviews of assigned program activities in conjunction with assigned staff; conducts needs assessments. Plans and monitors annual budgets related to assigned projects (e.g., develops and enforces home visiting model fidelity, funding and eligibility criteria for funded home visiting programs); assists in development of methods and guidelines for administering and awarding funds; participates in development of program goals and objectives; Works with administrator in developing monitoring programmatic processes in the ECHV Program. Attends and participates in partner agency meetings, as needed, related to ECHV, MIECHV and special project efforts.

Directs preparation of and prepares required reports and records; originates correspondence. Participates in development of bureau goals & objectives; makes presentations; attends meetings & conferences; responds to inquiries & complaints; consults with other departmental staff. Makes presentations on a variety of ECHV topic areas; attends relevant local, state and national meetings and conferences; responds to and reviews staff responses to public and legislative inquiries and complaints; consults with other departmental staff and staff from other partner state agencies related to ECHV areas. Travels to meetings and trainings, as assigned.

Completion of undergraduate core program in social or behavioral science or pre-medicine; 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.
