Public Health I Seattle & King County is looking for someone to join our dynamic team to serve as Health Care for the Homeless (HCHN) Administrative and Board Support Lead (Administrator I)- Special Duty Assignment (SDA) . Health Care for the Homeless is a long-standing and well-respected program of public health working to provide critically needed health services to our most vulnerable neighbors, those experiencing homelessness across King County. The Administrative and Board Support Lead is an important central position on the team helping to ensure program operations run smoothly so that our teams and contractors can focus on providing services. This position regularly collaborates with our robust and active Governance Council to support their work, with a particular focus on assisting members who have lived or are living with the experience of homelessness.
The position is responsible for specific administrative services, operations & finance duties, and process improvement. The position also provides key participation support to members of our board, the Governance Council, with lived/living experience of homelessness. The work is performed on an independent basis within established guidelines and procedures and may be asked to handle sensitive and/or dynamic situations. This position requires independent problem-solving skills and strong communication skills to work with a diverse group of staff, contractors, providers, stakeholders, and community members. The most competitive candidates will possess knowledge of the health, housing, and human service systems for persons experiencing homelessness in King County and have experience working with local governments and non-profit organizations in the health, human service, and/or housing sectors.
This SDA is currently anticipated to last through December 2026. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.This vacancy is being filled as a Special Duty opportunity and is only open to current King County eligible employees. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

The normal work week is Monday through Friday, 8 am 5 pm with some need to work outside those hours. The position is subject to the provisions of the Fair Labor Standards Act and is overtime eligible. The position will alternate between onsite and remote work, each accounting for half of the time, with the arrangement subject to change.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. - Lead meeting planning and participant support - schedule, prepare and coordinate support and follow-up for in-person and virtual meetings for HCHN staff, the HCHN Governance Council and its committees/workgroups, the network of providers and other community forums.
- Provide or arrange supports for participants currently or formerly experiencing homelessness to access meetings (examples include coordinating incentives, reserving space, printing materials, ordering food for in-person meetings, etc.)
- Take meeting minutes and summarize action steps.
- Utilize Microsoft Teams and SharePoint to centrally manage and coordinate program files; provide training and subject matter expertise to team members regarding these systems, manage permissions, provide ongoing support to team on use of these tools, and on adoption of other new technologies.
- Provide information and support to management and staff on use of administrative policies and procedures, regarding purchasing, travel, community meetings, and more.
- Maintain program technological equipment and support its use by staff and community members, including laptops, video and audio equipment, etc.
- Support team use of technology services for surveys, scheduling, communications, etc.
- Lead purchasing responsibility for the program as a King County P-card user (training available), process payments using Oracle iExpense/iProcurement.
- Reconcile, document, and track all purchases for goods and services and maintain a petty cash account according to King County policies and funder requirements.
- Lead process for staff travel requests, serving as subject matter expert to travelers on steps to ensure policies and procedures are adhered to for approval and reimbursement.
- Lead process to support non-employee travel, within King County travel guidelines.
- Manage network communication including central email and phone, regular newsletters, updates on HCHN website and other public materials, responding to public inquiries, and maintaining contacts for program partners.
- Identify gaps in processes and initiate improvements to administrative, communication and team coordination systems within the program and/or recommend improvements to division and department.
- Initiate or support ongoing improvements in standard work processes impacting the team, providing training and consultation as needed.
- Inspire and create a positive work environment that promotes team unity while working with individuals from diverse backgrounds and/or those with lived experience of homelessness.
- Perform other duties as assigned.
- Demonstrated ability to work effectively with diverse individuals, including people with lived/living experience of homelessness or other vulnerable populations.
- Skill in interpersonal relationships and demonstrated ability to work as a member of a team. Ability to be tactful, compassionate and sensitive, and treat others with respect.
- Demonstrated strong organizational skills, experience in coordinating work assignments with and between staff members.
- Knowledge of information-gathering techniques.

- Basic knowledge of financial principles and practices and skill in mathematical calculation.
- Skill in oral and written communication, including editing and proofreading skills.
- Demonstrated time management and self-direction skills to work independently, prioritize work and complete multiple tasks simultaneously with high accuracy.
- Experience providing excellent customer service, maintains a calm and respectful demeanor, and uses tact and discretion in difficult communications.
- Familiarity with the principles of de-escalation and trauma-informed and harm reduction practices, especially in working with people with experience of homelessness.
- Demonstrated ability in tracking multiple ongoing projects, producing detailed quality work within tight timeframes.
- Experience with the principles of equity and social justice and ability to apply them in the workplace.
- Intermediate to advanced skill in most common desktop workflow tools, including but not limited to Excel, Outlook, Adobe Acrobat, Teams and SharePoint
- Washington State Driver's License and/or the ability to travel throughout Seattle and King County to areas with limited or no public transportation in a timely manner.
